Guarantee TA (EFSD+)

As part of EFSD+, the financing arm of the European Union Global Gateway, the Programme provides technical assistance to build capacity, foster collaboration, and unlock sustainable investment to clients under the Guarantee Programmes.

Guarantee TA is available to companies that are connected to the EFSD+ guarantees, either via an existing or prospective investment with the underlying guarantee. Please contact your DEG investment counterpart for more information.

EFSD+ TA Programmes

Each TA Programme is linked to its respective EFSD+ Guarantee Programme, enabling partners to provide comprehensive support throughout the investment journey. The EFSD+ framework has created a unique opportunity for DEG Impulse and its partners to establish and manage joint TA facilities through collaborative governance structures, including three joint EDFI facilities led by DEG Impulse.

Carbon Sinks

The Carbon Sinks TA Facility supports the development and scaling of nature-based carbon projects - afforestation, reforestation, revegetation, agricultural land management, improved forest management, and wetlands restoration - across emerging markets (under this Guarantee Programme). TA is used to reduce investment risk throughout the project lifecycle, supporting both investment readiness and post-investment capacity building. Projects include:

Transforming Global Value Chain (TGVC)

TGVC supports high-potential businesses in strategic value chains across emerging markets, combining investment guarantees with targeted TA. TA covers the full investment cycle - from deal preparation and due diligence through to post-investment capacity building on ESG, governance, digitalization and climate - with a focus on building sustainable internal ownership rather than dependency on external support. Projects include:

Renewable Energy Transition (RET)

The Renewable Energy Transition TA Facility supports the development and scaling of renewable energy projects and businesses across emerging and developing markets, including on-grid and off-grid generation, transmission and distribution infrastructure, energy storage, green hydrogen, e-mobility and other decarbonisation solutions. TA under this Guarantee Programme is used to reduce investment risk throughout the project lifecycle, supporting project preparation, transaction execution, and post-investment capacity building to strengthen operational performance, governance, and long-term sustainability. Participating EDFIs and governance

These three TA facilities are shared across EDFI TA teams and coordinated by DEG Impulse. It operates on a self-governing basis, with EDFI teams actively involved in decision-making.

The platform creates a channel for delivering private sector development initiatives through the EDFI network. With a substantial presence in emerging markets, EDFIs are uniquely positioned to instrumentalize donor initiatives. Their relationships with thousands of companies and financial institutions, combined with the typically long investment horizon of DFI financing, enable technical assistance to be delivered in a sequenced and targeted manner, with outcomes monitored throughout the investment lifecycle.

The joint-EDFI TA governance framework is designed for further scaling up. Additional EFSD+ technical assistance programmes can be incorporated into the platform as they emerge, by combining shared governance and efficient delivery mechanisms.

The LPI TA facility supports two first-of-their-kind liquidity vehicles, 2ndAries and Octobre, addressing a structural gap in emerging markets where exit and liquidity options for impact investors remain severely limited. MSME Platform Plus

The MSME Platform Plus TA Facility supports local financial intermediaries and the MSMEs they finance. TA is used to strengthen financial institutions as channels for private sector development, enabling them to better serve underserved businesses, including women-led, rural, and agricultural MSMEs. Alongside institutional strengthening, the facility supports initiatives that directly improve the operational capacity, sustainability performance, and growth prospects of MSMEs, extending the impact of the programme beyond financial institutions to the businesses that drive local economic development and job creation.
